Drawing on his experience as foreign and defence minister, Coveney frames Fulcrum’s mission as explicitly non-kinetic: backing technologies that protect critical infrastructure, economies and democratic systems in an era of hybrid threats. He positions rising European defence and resilience spending as policy-backed, structural and aligned with long-term investor demand, while warning that Ireland risks reputational and strategic exposure if it continues to underinvest in its own security.
