Investment approach

From capability need to strategic outcome.

  1. 01

    Source

Identify opportunities through management teams, operators, investors and specialist sector relationships.

  2. 02

    Validate

Test capability need, end-user relevance, programme fit and commercial potential with informed counterparties.

  3. 03

    Underwrite

Incorporate procurement, regulatory, ownership, security and market-access constraints directly into the investment case.

  4. 04

    Scale

Support access to customers, primes, integrators, institutions and allied markets.

  5. 05

    Realise

Build businesses with multiple strategic pathways and preserve exit optionality across strategic buyers, financial sponsors and public markets.

Thesis

Specialist capital
for complex markets.

A distinct private-markets opportunity

Defence, security and resilience increasingly represent a distinct private-markets opportunity shaped by policy priorities, committed government expenditure, procurement programmes and long-term capability requirements.

These markets do not fit neatly within the assumptions of conventional venture capital or classic private equity. Technology risk, programme eligibility, procurement timing, ownership, security requirements and industrial positioning can be as important to value creation as conventional measures of product-market fit.

Fulcrum's strategy is designed around these characteristics.

Defence and security technology does not scale like conventional enterprise technology. Procurement cycles, programme eligibility, security requirements, export controls, ownership structures and government priorities can determine which technologies reach deployment, and which companies ultimately create value.

Fulcrum was built specifically for these markets. We combine private-markets investment experience with defence, operating, policy and procurement expertise across Europe and allied markets.

The objective is not simply to provide capital. It is to improve investment selection, reduce execution risk and create stronger pathways to scale and realisation.

Themes

Three converging markets.

01

Defence & Security

Next-generation systems, autonomy, sensing, secure communications and mission-critical software that strengthen allied operations, deterrence and decision-making.

Representative areas

  • Autonomy
  • Advanced sensing
  • C5ISR
  • Counter-UAS
  • Electronic defence
  • Secure communications
  • Mission-critical software

Why now

Modern defence and security increasingly depends on software-enabled, interoperable systems. Across NATO and Europe, budgets are growing and priority lists are long, but capability gaps remain.

02

Space

Space-based capabilities supporting intelligence, communications, navigation and resilient national infrastructure.

Representative areas

  • Space-based ISR
  • Satellite communications
  • Earth observation
  • Precision navigation
  • Data fusion
  • Launch and in-orbit services

Why now

Governments and industry increasingly rely on orbital data and resilient communications, creating a long runway for capable operators.

03

Critical Infrastructure

Technologies protecting and modernising the physical and digital systems on which economies depend.

Representative areas

  • Energy resilience
  • Cyber security
  • Subsea infrastructure
  • Grid protection
  • Industrial systems
  • Transport and logistics
  • Advanced manufacturing

Why now

Supply chains, energy systems and digital infrastructure are now central to national resilience, and investment is rising with policy and regulation.

Converging Technologies

Enabled by
transforming technology.

Across defence, space and critical infrastructure, technological boundaries are disappearing. Fulcrum invests at the intersection of strategically important markets and the technologies reshaping them.

Artificial Intelligence & Autonomy

AI-enabled decision-making, autonomous systems and machine reasoning that compress decision cycles and expand operational reach.

Software & Systems

Mission-critical software, distributed systems, edge computing and resilient digital infrastructure that underpin demanding physical environments.

Sensing, Data & Analytics

Multi-source sensing, data fusion, geospatial intelligence and predictive analytics that translate disparate data into decision advantage.

Hardware & Deep Tech

Novel materials, electronics, robotics, communications, propulsion and precision manufacturing that create strategic advantage in hard-technology applications.

Underwriting complexity

Complexity creates opportunity.

Defence and security businesses operate at the intersection of technology, sovereignty, security and law.

Ownership, governance, export controls, foreign investment rules and security requirements can influence procurement eligibility, market access and eventual exit pathways.

Fulcrum incorporates these considerations during sourcing, diligence, investment structuring and portfolio development rather than treating them as issues to address after investment. This fluency is an underwriting capability, not a regulatory advisory service.

  • National procurement frameworks

Criteria

What we look for.

  • Proven technology

Meaningful technical differentiation, defensible IP or demonstrated operational advantage.

  • Visible adoption

Customer engagement, trials, contracts or defined procurement pathways.

  • Exceptional teams

Experienced technical and commercial leadership capable of operating in complex markets.

  • Strategic relevance

Clear alignment with defence, resilience or critical-infrastructure requirements across Europe and allied markets.

  • Early growth

Typically TRL 6–9, post technical validation, with customer engagement and a clear route towards scaled commercial adoption.

Track record

Fulcrum fund performance

Fulcrum is at an early stage of its investment programme. Fund-level performance will be reported to investors in line with its reporting obligations.

Prior investment and operating experience of team members

Selected prior investments led by Fulcrum partners have generated realised outcomes of approximately 4x invested capital.

Prior investment and operating experience relates to activity undertaken by individual team members before, or outside of, Fulcrum. It is not the performance of any Fulcrum fund and should not be read as an indication of future results. This page is for information only and is not an offer of securities or investment advice.
